Arkady Rogalsky graduated Russian State Oil and Gas University bu I.M.Gubkin, Moscow, Russia in 2016 as Mining Engineer of "Geology of Oil and Gas".
Since 2006, he has been working as a geologist in various oil and gas companies of the Kyrgyz Republic.
Since 2007, on an irregular basis, he consults different international audit, investment and consulting companies on the specifics of subsoil usage in the Kyrgyz Republic.
Since 2012, he has been involved in projects of the assessment of coal resources of the Kyrgyz Republic according to JORC standards.
In February 2015 he was elected to the Board of Directors of the Kyrgyz Mining Association.
Since 2016 he is a member of the State Commission of Reserves of the Kyrgyz Republic under the Government of the Kyrgyz Republic.
Сurrent status of the mining sector in Kyrgyz Republic in the beginning of the implementation sustainability development program "Jany doorgo - 40 steps".
The Government of the Kyrgyz Republic implements Program of sustaintability devlopment "Jany Doorgo - kyrk kadam" in the period of 5 years covered 40 priority steps aimed at improving of the quality of life of Kyrgyztan's population. The main meaning of the Program is the person and ensuring his needs, rights and freedoms, as well as reforming governance structure through the prism of human needs.
Mining is one of the most attractive areas for attracting foreign investors. There are 2477 licenses for subsoil usage In the Kyrgyz Republic. The mining industry produced net gross products valued worth 106 billion 86 million soms (~ 1 billion 600 million US dollars). But investments in geological exploration amounted only to 4.8 billion soms (~ 71 million US dollars), of which only 35.790 million soms (~ 500 thousand US dollars) was spent by the goverment.
Currently, there are 6 large GOKs and 3 gold factories on the territory of the country. In the process of construction there are 3 more GOKs and 2 Mills.
There are 5 refineries in the oil refining sector of the Kyrgyz Republic with a total output of 600 thousand tons, which is 30% of the designed capacity.
There are 3 main steps for developing the potential of the mining industry of the Kyrgyz Republic:
- transperency of licensing actitvity;
- implementation of international reporting standards CRIRSCO;
- conflicts management.
