People 1st
Kate Tetley is a senior member of People 1st’s International team and has worked in over 30 countries leading on policy dialogue and sector engagement with technical and vocational education and training. People 1st is an employer-led Sector Skills Council in the UK and has a specific focus on development and implementation of demand led vocational education systems and business solutions. Projects cover a range of sectors including mining in Kazakhstan, automotive sector in Turkey, retail in Jordan, tourism in Uzbekistan, airside operations across UK Airports, and hospitality in Pakistan. Kate's specialisms include multiple stakeholder collaboration, analysis of research and labour market intelligence, development and implementation of Apprenticeship frameworks, a wide range of qualification development, national occupational standards development, credit rating and integration of National Qualification frameworks. Currently Kate is responsible for delivery of a range of Youth Inclusion Framework projects for the European Bank of Reconstruction and Development.
Future Skills for the Mining Sector – how to achieve 'fit for purpose', Industry driven training provision
The mining sector is a sector with the highest employment growth rate, with substantial numbers of forecast vacancies for miners and other underground and open-cast mining occupations, mining and enrichment plant operators and machinists, unskilled workers, drivers and architects, engineers and related professionals. However, a huge mismatch is reported between the skills demanded by the mining sector now and for the future and the provision of current education and training.
The European Bank of Reconstruction and Development is committed to supporting the mining sector in Kazakhstan and have appointed People 1st to investigate the need for ‘fit for purpose’ training solutions and to ensure the solutions offer economic inclusion opportunities to young people. The People 1st team have been examining this situation and developing methodologies to support a more collaborative demand-led process. Key to this is development of sectoral skills models to address some of the key operational challenges related to the skills-mismatch in mining sector in Kazakhstan.
For this purpose the following activities are supported:
(i) a framework for conducting labour market research in the mining sector in relation to skills and employment and informing vocational skills and education demands based on labour market intelligence
(ii) a clear youth inclusion methodology and bespoke action plan to support the development of high quality training
(iii) development/improvement of national occupational skills standards (NOSS) and the related policy engagement regarding the integration of NOSS into Kazakhstan’s National Qualification Framework (NQF).
